Bills to Expand Net Metering Pending

Two measures heavily supported by agricultural customers, including AECA, are designed to increase flexibility in the state’s net metering programs. Senate Bill 489 (Wolk) would make agricultural biogas digesters and biomass projects eligible for utility net-energy-metering programs alongside solar and wind power. Senate Bill 370 (Blakeslee), cosponsored by AECA, would allow agricultural customer generators, with multiple meters on the same property, the ability to aggregate the electrical load of those meters. Under the bill, an electric utility would use the aggregated load to determine whether the customer is a net surplus generator over the course of a 12-month period. Both measures recently passed the Senate Energy, Utilities and Communications Committee.
