Transmission Issues Pose Problems for Renewable Energy Goals

In his Clean Energy Jobs Plan, Gov. Jerry Brown directed the California Energy Commission (CEC) to prepare a renewable-energy plan that would expedite permitting of high-priority renewable energy and transmission projects in the state, with a goal of developing 20,000 MW of renewables by 2020, including 12,000 MW of distributed generation and 8,000 MW of utility-scale renewables.

The CEC is expected to recommend significant new transmission investments necessary to meet the goals as part of their 2011 Integrated Energy Policy Report. Transmission bottlenecks have posed a serious problem, particularly for large-scale solar projects planned in rural desert areas. Addressing interconnection barriers will be critical as the state seeks to meet new renewable energy mandates.
